# Spotlight On: Victoria’s New C&I Solar Program

Victoria’s renewable energy sector is set for a major boost with the announcement of the new Commercial & Industrial (C&I) Solar Program – and it’s already shaping up to be a game-changer for businesses across the state.

While full program details won’t be released until 31 October 2025, early insights from the Department of Energy, Environment and Climate Action (DEECA) information session have revealed some exciting features that are sure to make this one of the most attractive programs Victoria has seen.

### VEEU C&I Solar Program: Here’s What We Know

Like the rest of Victoria, we’ve been eagerly awaiting more details on the Victorian Energy Upgrades (VEU) C&I Solar Activity Program.

Although the official handbook is still being finalised, here’s what we’ve learned so far – and it didn’t disappoint.

### Eligibility

- Open to Victoria-based businesses, including Not-for-profits.
- System size: 30 kW – 200 kW (with a 30 kVA minimum inverter capacity).
- Applicable to new installations or upgrades where VEECs have not been previously claimed.
- One project per NMI – multiple claims are not permitted, even if below 200 kW.
- Installations completed after 29 September 2025 may be eligible (no end date announced).
- All equipment must be CEC-approved and include performance monitoring.
- Installers must hold SAA GCPV accreditation and be registered under the VEU program.
- Grid-connected systems only – off-grid setups are not eligible.
- Customers cannot be acquired via doorknocking or telemarketing.

### Rebate Specifics

This new C&I Solar Program introduces several improvements over the previous VEECs framework:

- Stackable incentives with federal rebates:
    - *30–100 kW:* VEECs + STCs
    - *100–200 kW:* VEECs + LGCs
- Deemed rebate – the rebate is paid upfront, not 18 months post-installation.
- Maximum rebate amount: $34,300.
- The program applies strictly to commercial systems. For farms or mixed-use sites, solar systems must only service business operations to qualify for VEECs, and evidence may be required.

### Why It Matters

This initiative could deliver up to $35,000 in savings for eligible commercial projects – and when combined with federal rebates and battery incentives, the savings potential becomes enormous.

For installers and project developers, this means larger projects, faster rebates, and increased value for clients.

### What’s Next

DEECA will release the full program details and FAQs on 31 October 2025.
